You can’t technically “pause” a single country in Shopify shipping settings, but the simplest workaround is to remove the USA from your shipping zones under Settings > Shipping and delivery. That way, customers with a US address won’t be able to check out until you add it back once things are clearer.

Thank you Moeed but the option to remove isn’t there. I have the option to ‘search countries and regions to ship to’ but there is no ‘remove’ option.

When I select USA in the drop down box there is no option to remove.

I would prefer to retain full control of the website so I will look to see if there is another manual workaround
