Tracking number notification is not being emailed to customer when tracking number updated in order

Please help,

  1. Customers are receiving order confirmation emails (see screenshot):

  1. Our api is uploading tracking numbers once orders are shipping:

  1. BUT, tracking number notification emails are NOT sending when information is updated in order:

  1. Settings seem correct (but are we missing a checkbox?, see screenshot):
