In shopifys made up abstraction a policy is not the same thing as page( for the online-sales channel).
Polices need separate behaviors from pages , such a starter boiler plate and be able to be reset if customized , along with having standard structure for use in the locked-down-checkout, or integrations to other platforms.
If your treating your polices like they are just some other run of the mill page of content you want to take a step back and reflect.
And more than likely have a conversation with a lawyer, or have them draft/write the policies for you.
