Unable to Setup iOS Buy SDK

As a new developer of my store, I’m unable to setup the iOS Buy SDK to my store, all settings are disable.

Shopify Plus support couldn’t provide any guidance.

How to enable it so I can setup iOS app apple-app-site-association?
