Since tobacco is typically considered ‘high risk’ amongst many popular payment gateways, you will need to find a payment gateway that deals with high-risk industries, that allow the online sale of tobacco their payment network. I would recommend checking out eMerchantBroker (EMB) as I have heard pretty good things about them and their specialization in high-risk accounts.
