What are the EU requirements for packaging and manuals?

We will be opening our store (computer mouse) early next year and I have some questions for someone who sells into the EU. I looked through the forums and online and couldn’t find a clean answer. Apologies if I missed it.

  1. What is required to be printed on your box (e-commence only no retail)? I am not talking about the shipping labels, etc. The actual product box. We will be CE certified and have it on the actual unit but I can’t find a clean answer what should be on the box. Some sites say the CE mark and then language for each country you want to sell into (This would be 24 languages). This seems crazy for an e-commerce only simple box that will be in a baggy anyway.

  2. For the user manual (We won’t need a detailed instruction manual) it looks like I will also need all 24 languages translated?

Any help would be greatly appreciated.

To clarify your two points, here’s what’s required under the EU General Product Safety Regulation (GPSR), as well as CE-related obligations, specifically for e-commerce sellers like yourself:

1) What needs to be printed on the product box (not shipping labels)?

Even for e-commerce-only sales, the product packaging must include key information. Under GPSR Article 13, these are mandatory:

  • Product identification (product name, model number, batch/LOT code)

  • Manufacturer’s name and full postal address

  • If you’re based outside the EU: Name and EU address of your appointed Responsible Person

  • Consumer contact method (e.g., phone or email)

  • Any applicable safety warnings (e.g., choking hazard, small parts), if relevant for your product

The CE mark can remain on the unit itself, but it’s often repeated on the box for visibility and consistency.

Regarding languages:

GPSR requires that mandatory safety and traceability information must appear in the official language(s) of each EU country where the product is marketed.

However, you are not required to print all 24 languages on the physical box. Instead, the languages must match your actual sales destinations. If you’re shipping across the EU, a common approach is to use multilingual stickers or localized inserts per shipment destination.

2) Do we need to translate the user manual into 24 languages?

Not necessarily.

If your mouse doesn’t require detailed instructions to be used safely and correctly, you can keep it simple.

But if you include any warnings, safety notes, or setup guidance, these must be in the language of the destination country (per Article 20 of the GPSR and CE-related directives).

You do not need to translate into all 24 EU languages — only into those spoken in the countries you actively sell or ship to.
