I followed these instructions from dev site but does not work for me. (using Dawn theme)

I created the logo-list.liquid section and added the code from the tutorial. The instructions say to “Add section” in the customizer and within the Image category there will be an option for “Logo list”. I see Image banner and Image with text but not an Image category, specifically.
What’s the deal here? What am I missing?
