Thank you for the screenshot and I definitely understand your concern about filling orders of this type.
I do not recommend fulfilling any order that our system has flagged as high risk, especially orders authenticated using 3D secure. Orders marked as high risk like this have a very high chance of opening a chargeback against your store.
Payment gateways also monitor the number of high risk orders you fulfill. Filling too many of them at any time, or receiving too many chargebacks can result in your payouts being suspended or your payment gateway may also choose to reject your business.
A payment gateway has a responsibility to mitigate the risk of chargebacks themselves, and merchants with a high chance of them are generally considered not suitable for many gateways. Generally speaking, the small earnings of fulfilling an order of this nature versus the risk that getting a chargeback can have is usually not worth it.
