What type of developers are needed for a Shopify theme development project?

Hey,

I’m starting with a Shopify project, using Online Store 2.0, and am working on deciding on what kind of developers would I need for theme development.

Would I first want an HTML guy to make the HTML, and then a Shopify Theme guy to take the work of the HTML guy and integrate it into the theme?

Or would I be better off getting a Shopify Theme guy right away?

As a note: there is template work as well.
