As a new business owner, there are several places within Shopify and other platforms where I’m asked to provide a phone number for “contact us” and/or billing questions. Right now I don’t have a business number and obviously don’t want to use my personal number. What have been found is the most cost effective (or even free) way to create a phone number for this purpose? I saw Google Voice but felt expensive per month for just starting out and what I’m sure will be limited usage.

Your question is a great one! As mentioned by @Marsha331 you can use a third party app for this or any alternative third party services.
Not sure if you have come across this yet but Skype also offer this service here. You can get a local number that people can call, wherever you are, on any device!
Have you thought about implementing other options on your store for customers to contact you? For example, I’d also recommend that you add a chat functionality so that online visitors can right away message you if they have questions about a specific item.
