Check out fiverr, lots of people there selling their services, and they have user ratings so you can see what experiences people have had with them. Good luck!

If you have an idea of what type of graphic is needed (logo, landing, hero image,etc) you can search the forums using those terms and maybe find artists in such discussions then reach them directly using website info in their signatures.
