Why is my store frozen after multiple card replacement attempts?

My store is frozen, I try to replace my card because I just realize the card on file is no longer active. The new card wasn’t going through so I think I try too many times. a message came up to contact support but I can’t access the chat. I have to select the stop but when I try doing so it takes me out of the chat.

I am not sure if it because its inactive
