Issue: After setting up a store on the Starter plan with the Spotlight 11.0.0 theme, the merchant can’t see options to add Pages, Navigation, or Blog. The Setup Guide links for “Add Pages” and “Organize Navigation” return “What you’re looking for couldn’t be found,” even in app/incognito.
Cause/Explanation: This is expected behavior on the Starter plan. It’s built for selling via social media/messaging and has a simplified online store:
No blogs.
No general pages (e.g., Contact, Refund).
Navigation management is unavailable (Basic plan and above only).
You can add product pages (i.e., products), which are different from general pages.
Implications: To create pages, blogs, and manage navigation, an upgrade to the Basic plan or higher is required. Help docs were provided for upgrading and for Starter plan feature details.

Just setup a starter plan with theme Spotlight 11.0.0. The option to Add Page/Navigation or even a Blog are not showing up. I already have an established Shopify store with the Dawn theme, so I’m familiar with where to look to add pages, blog posts and navigation. These options do not show in a web browser or in the app or even in Incognito mode.
In the Setup Guide, when I try to Add Pages or Organize Navigation, I get

Check the web address and try again, or try navigating to the Shopify Home.

To make things clearer for you, Merchants on the Starter Plan do not have the ability to create blogs. This plan is designed for merchants who want to sell their products through social media platforms or messaging apps, and includes a simplified online store with fewer features.
In addition to this, with the starter plan you cannot create pages, but you can add product pages just not pages for your store such as Contact us, refund etc. Products page is different to pages, as a product page is adding a product. Same with adding navigation, this feature is only available for Basic plan and above.
