Add to cart button changes the quantity from a higher number to 1

When testing the store out as I am building the site I added products, options and values to each. when I add items into the cart and then raise the quantity from 1 to a higher number and then click “add to cart” it shows the quantity changes back to 1 in the cart.

it does not seem to have anything to do with inventory levels as I have everything changed to do not track inventory. Please help…
