Adding price and weight condition for freight

How can I set up freight rate for following:

freight free up to $99 if weight is below 1kg, if more than 1kg; then

freight free up to $149 if weight is less than 3kg, if more than 3kg; then

freight free up to $200 if weight is less than 5kg

more than freight free = custom freight charge

I know how to set up freight free when less than $99 but I don’t know how to combine with weight condition.
