Announcement bar app that works on a schedule

Hello!

I know there are many announcement bar apps but I was not able to find one with the feature I am looking for on my own.

I am looking for an an announcement bar app that can display different messages based on time of day. For example from 12am-12:59pm it would display “Order by 1pm for same-day delivery” and then from 1pm-11:59pm it would display: “Earliest available delivery: tomorrow 9am-11am”.

Bonus would be if it was one of the apps that offers a count down timer so that for example at 12pm-12:59 it could display “Order within the next __ __ minutes for same-day delivery”.
