We’re a startup building a Shopify app to help brands increase sales by generating product-recommendation quizzes that run outside the merchant’s storefront—primarily inside the Asia messaging platform LINE. Is there a way we should open to proceed with an exemption for billing api integration?

Have you done any research for the tons of previous topics of this found on this forum and found online.
These are the peer to peer forums, for actual official support contact actual support/partner-support directly.
External actors cannot give you what your looking for.
Business wise, every other app is gonna think their special and deserve an exemption.
It doesn’t matter if the app is even free to get listed in the app store such apps must use the billing-api.
Such an exemption is only needed/granted if collecting money outside of shopify for some reason such as for an actual physical good(s); not intermediaries or run of the mills digital services.
You have to have an actual technical reason why, not just because you think you want it , or wont/don’t understand the billing api nd how that gets you paid in the pp store.
For a product-recommendation quiz it’s a bit out of the norm to even need that as there’s TONS of such apps.
