Can I not use the Shopify billing API?

Hi, I want to build an app that doesn’t use the Shopify billing API. Is this possible?

I have seen some apps that can do that like Gorgias, Recharge, and Richpanel.

Do I need to contact to Shopify partner manager?

It’s possible to apply for an exemption from the Billing API - best bet would be to contact Partner Support (there’s a guide on how here if need be) and they will be able to help you out! Thanks.
