To add and remove code safely, you can try this app

It allows you to manage custom code without touching the theme. It is not our app, but just a free app I like personally.

While removing the bloatware and unnecessary code to improve the site performance will result in excellent website, I don’t think there is a way to do this via an “app”. Even if there is an app, it is highly likely that it will break your website. A human is required to do such a critical task so I suggest you do it when you are able to hire an expert.
