I don’t need Shopify Public Payment App for my store.
Is it possible to develop Custom Shopify App for my only store?
Please guide if this is possible.

You can indeed create a new payment gateway as an app, however, it is not possible to do so as a private app. There is also an approval process that must be followed in order to use the app itself as it is a financial app that requires testing. You can read more details on this here.
