Can I use the Shopify function to remove the “All transactions are secure and encrypted” part that appears when I hover between the writing area and the locked area under the photo title above?

You cannot remove this, it is a third-party payment option. it is the default text with the card payment method.
By the way, why do you want to remove it? It is a positive message for your customers about their credit card details.
