To answer your question, you have to be the admin of both the Facebook Business Manager that owns a specific Facebook Page and the Facebook Page itself to connect it with the Facebook sales channel in Shopify.
If you haven’t already, you can create a Facebook page for your business in order to connect it with your Shopify store. Once your Facebook page is created you can review the Facebook Shop Requirements and begin the process of setting up the Facebook sales channel.
