Is there anything in the works to develop a Quotes/Estimates feature? It would be great to be able to put a quote together, than can then be turned in to a Draft Order or Order.

Thank you for sharing this feature request. I can’t speak to which features might be in the works, but new product releases and updates will be posted in the Shopify Changelog. I’ll pass this request along to our developers for consideration in future updates.
In the meantime, have you checked out the apps for requesting a quote? Hopefully one of these offers an order process that will work for your business.
I spotted your other post regarding retail barcode labels, and I’m happy to submit a feature request on your behalf for that as well.
