In Shopify, I have a shipping profile with most of my products which ahs 2 shipping services: Canada Post Regular Parcel and Canada Post Expedited. However, when I test this as a customer, I only ever see expedited at checkout.
And if I remove the expedited option and only leave regular parcel enabled, then there’s no shipping option at all.
Is anyone else having issues with their calculated shipping rates for Regular Parcel?
Please use the Canada Post calculator to verify if both the origin and destination addresses are serviceable and that the required services are available.

Usually when we see a situation where a shipping rate tied to a service (so let’s use Expedited as the service example from OP’s post) doesn’t appear in checkout consistently, it’s often due to the total weight of the package (so the item weight and the weight of the packaging used to ship the goods) isn’t supported by the specific service. This would explain why some Canada Post rates appear for some carts, and not for others, as the visible rates will different depending on what service/rate supports a package of the customer’s size and weight.
You can do some testing around this by making carts of different rates in your checkout, and seeing if you’re able to get your set up rates to appear, or not appear, in certain use cases.

Since we’ll be going to the Post office to ship, I used the Post Office postal code and then we were able to see regular rates via the online check. BUT, once I added the Post Office as a Shipping Source - no rates would load at checkout. Any advice there? Did I not wait long enough for changes to propagate perhaps? They seem pretty quick going back and forth.
Same thing here. It was working fine for 3 months (both Expedited and Regular showing up) and then this week, Regular has gone. Spoke with Shopify support and they were utterly useless, kept telling me my configuration was to blame, even though nothing changed. Sigh. We’re just going ahead with whatever Canada Post is sending through.

Here are a few things you can try:
Check if Regular Parcel is even available for your test address.
Sometimes Canada Post doesn’t offer Regular Parcel depending on the destination, weight, or package size. If it’s not eligible, it just won’t show.
Double-check your product weight and package settings.
If your item is super light or missing dimensions, Canada Post might skip the Regular option altogether. Try bumping up the weight just a bit and see what happens.
Review your default package settings in Shopify.
Head over to Settings > Shipping and delivery > Packages and make sure you’ve got a real package size set (not 0g or anything weird).
That “Shopify-powered backup rate” might be interfering.
If Shopify can’t get a rate from Canada Post (even temporarily), it sometimes shows a backup rate and skips others.
Also, if you’re testing with a free product or $0 cart, Shopify sometimes doesn’t trigger the live rate calculation, so keep that in mind.
If you want more control over which rates show and when, you might want to look into a shipping app like ParcelPanel or Advanced Shipping Rules. They let you fine-tune rate logic based on weight, destination, product type, etc.
