You might have some restrictions on your account. I would contact Shopify chat directly about that. They are very helpful.

You mentioned you have been in contact with our live support and I wanted to check to see what the status of that was. Has this been escalated to our partner team for additional investigation yet? If yes, are you still waiting on a follow up on this?
If you haven’t been in contact with our Partner team directly, then you can do so by contacting them through your partner dash under the support tab.
For the store you are trying to transfer ownership of, what is the specific plan this store was created on? Some development plans are for testing purposes only and some are designed for transfer to a merchant once complete.
