Customers unable to enter shipping information

Customers are unable to enter shipping address, and they also do not get charged shipping. I’ve just had to cancel an order because of this which is incredibly unprofessional.

I have unticked the billing address is same as shipping address. I have also seen another solution where it says tick a box where it says requires shipping. This box does not exist within my shopify settings. Would like a solution fast so I do not have to cancel any further orders.
