I have used the delivery customisation function to hide all delivery methods based on certain conditions. After hide all the methods, the above error is showing. How can I modify that, and is it doable to add a custom message instead of that?

You can edit the error message: Shopify admin > Online Store > Themes > click … > Edit default theme content > search for the text and you should find it under checkout & system
