I’d like to offer more than just one shipping service to specific countries, with variable rates. Is there a way to do this?

Can be easily done in Shopify. You need to create Shipping Zones by visiting Settings > Shipping and Delivery > Manage Rates.
Here add a Shipping Zone consisting of countries where you want to offer more than one shipping service. Then add rates to the shipping zone, while adding choose carrier rates.
