Free Shipping on either purchase of minimum of X items or above X purchase Value

Hi Oracle of Shopify wisdom!

Is there I can configure that free shipping is automatically applied if a minimum of X items are purchased, or a above of $X purchase value.

If a purchase with less than X items, or is less than $X purchase value they are charged shipping.

Make one free shipping rule based on order value is okay, use another one as holiday promotion to keep the free shipping rule more simple, the more choice for clients the lower conversion rates.
