These two discount cannot be used together, I hope they can be implemented at the same time.

It’s not currently possible to combine a fixed amount discount and free shipping together in 1 discount. This feature has been requested by many store owners.
I found this app that may help you in combining free shipping with other discount types: https://apps.shopify.com/discount-mixer
It also supports a lot of other use cases.
