How can I fix the marquee effect on my announcement bar in the Dawn theme?

Hello,

i have a problem with my announcement bar. I want to have the marquee effect that its looks like this:

But in my case it looks like the picture which i added to this question. So i have two announcement bars in one section. When i want to remove the one on the top the sliding one above also will be removed. So this two are connected and i don’t understand why.

Maybe someone can help me to fix this problem? :slightly_smiling_face:
