Welcome to the Community Forums! That is a great question. While it’s not currently possible to achieve this natively in Shopify, you can achieve this with the help of apps. That being said, as your request is for order limits, as well as limiting orders to registered users, you will need to use two apps.
When it comes to order limits, the app Order Limits would be suitable. This app allows you to create minimum, or maximum order limits based upon product, order, or variant. If this app isn’t what you are looking for, there are more options available, most of which have free trials! I recommend trying a few apps to test which you prefer. Just make sure to uninstall each app you do not intend on using before their trial expires to prevent unwanted billing.
When it comes to ensuring a user is registered, the app B2B Login/Lock could solve your issue. While it doesn’t specifically lock the checkout, you can prevent users from adding products to the cart until they are logged in. This app does have a free plan!

I noticed your question about limiting orders for a pop-up store. In DC Order Limits, customer purchase limits track purchases per customer across orders, so once someone hits the cap, checkout is blocked if they try again.
Setup:
Create a customer purchase limit rule
Set max quantity to 1
Apply it to your pop-up products
Require customer login so limits apply consistently and guest checkouts do not bypass tracking
Once the pop-up ends, you can clear the tracked purchase history so the limit starts fresh for your next event.
I saw your pop up store question. In DC Order Limits, customer purchase limits can restrict each customer to one purchase by tracking purchases per customer account.
Setup:
Require customer login so purchases are tied to a customer account
Create a customer purchase limit rule
Set the max quantity based on your needs
Each registered customer can only purchase up to that limit

To enforce one order per customer, you can leverage the functionality of apps such as Order Limits, B2B/Wholesale Lock or MinMaxify, which provide the option to impose restrictions per customer account or email. Make customers register at checkout so the app can track orders and stop repeat purchases, without interrupting the flow for first time buyers.
