I would like to move item one to where item 3 is but not sure how to do it

The order of the featured collection section will depend on the order set up for the specific collection being featured. You can find the setting to customize the sort order for products in a collection by going to Products > Collections in your Shopify admin and selecting the collection you want to edit. There, you will see the Sort setting where you can select how you want the collection to be sorted. There is the option to sort the collection manually if that works best for you to move the products into the right position. You can see an example of this setting below.
