What do I need to do? When I try to set up shipping rates for my shop, I click on the button to use carrier or app to calculate the rates. When I do this it tells me there are no carriers or apps available in this zone. I have selected the U.S. as my zone and only the 48 continental states.

Is this issue limited to one shipping zone or does it happen in every zone?
If it’s happening everywhere, check to see if you have Shopify’s third-party carrier-calculated shipping rates feature enabled. You can find this in the ‘Shipping and delivery’ settings, under ‘carrier accounts’. This feature needs to be enabled if you’re using live rates from carriers or a third-party calculator app.
If you already enabled the feature and you’re still having issues, I would recommend contacting Shopify support directly as they are best equipped to diagnose technical issues with your admin settings.

What you’re describing does sound like you might not have carrier calculated rates enabled yet, as mentioned by user @Ron-Anderson .
To have them enabled, you can choose one of the following options:
- It can be added to your account if you’re on the Monthly Basic or Monthly Shopify plan for an extra $20 per month on top of your existing subscription fees.
- You can upgrade to an annual billing plan and have the carrier rates added to your account free of extra charge.
- You can upgrade to the Advanced Monthly plan and have the rates added to your account free of extra charge.
