To include third-party shipping rates, we purchased the basic annual package to enable third-party shipping rates, we are told to contact Shopify support.

Thank you for reaching out to the Community! I’m happy to provide some assistance to ensure carrier-calculated shipping has been enabled for the shop, to get this resolved. To provide some context, if you recently moved to the annual plan you will need to Contact Support to have it manually enabled.
Once enabled, carrier-calculated shipping will be added to the shop allowing you to proceed with setting up the app. I recommend checking out our Third-Party Carrier Calculated Shipping Rates documentation for more information on this.
