I saw some videos where the shop owner have discounts if they buy labels by shopify.
There is no option for that in my dashboard!
I have the basic shopify plan.
When I try to use this tool, it doesn’t allow me to choose the shipping from list.

To share some context, Shopify Shipping is a feature that allows you to connect your Shopify account with Shopify’s shipping carriers to receive certain benefits. These benefits include, buying and printing shipping labels from the Shopify admin, discounted rates, etc.
Shopify Shipping however, is currently only available to businesses with eligible fulfillment locations. These locations include:

While I can certainly understand how this may not be ideal, I recommend checking out the Shopify App Store for available shipping apps in your region. This will allow you to achieve similar results.
