We are trying to create an offer for our customers where they must purchase one item from two different collections in order to get 10% off.
Example - Get 10% off when you purchase one bracelet and one necklace.
We have tried a BOGO style discount however you only get 10% off the second item.
Is there a way to create an automatic discount where the customer can add any one item from two collections and get 10% off the two items together?
Try doing a “Amount Off” discount: Buy 2 or more items get 10% OFF
Then have the discount only apply to your two desired collections. Like this:

So just to clarify, you have the following requirements:
Is this accurate?
If so, then what you’re trying to do is more complicated to implement than it sounds.
Neither Shopify’s built-in automatic discounts, or my app, Regios Automatic Discounts, can handle this out of the box. Both options can only handle requirements #1 and #3.
The “AND” logic mentioned in requirement #2 is the kicker here.
I suggest trying a bundle app (there are tons in the App Store), and then applying a discount to the bundle. Shopify has recently released their own app, Shopify Bundles, so it could be worth a try.
We launched a new app, Simple Discounts that allows customers to choose a specific number of items from different collections to get a discount. So it should solve your issue. Here’s a screenshot of exactly how you’d set this up.

You can definitely set this up with the BOGOS app. Using the Percentage Discount option in Mix & Match bundles or on the Bundle Page (Build Your Own Bundle), you can create an offer like “Get 10% off when you purchase one bracelet and one necklace.”
You can also set the condition so that customers must add one item from each collection in order for the 10% discount to apply to both products.
