How to develop theme locally WITHOUT github and all the jazz?

Following the dysfunctional instructions here:

(Despite being a store owner, I had to login in an incognito window completely afresh. This step is missing in the instructions. Only available via Google, which pointed me to a thread on Github. Stupidly customary of the Shopify experience thus far.)

Anyway, question: how do we use our localhost machine, entirely offline and disconnected, WITHOUT github etc. Is this not possible? Do I always have to “push” the theme online and then work online only? How stupid is this?

This is not possible, Shopify does not support it.
