I’m looking for an app or a solution where I can restrict a customer to buy products of only one vendor per purchase order. If he/she tries to buy another vendor product, it should be restricted. Either there will be limit in cart or it should show real time message showing restriction.

Not sure for the app but with custom code it’s possible.
On click of add to cart check if there is any product available in cart with the same vendor name. If true, show your message else do the default action.

I see it was already confirmed by a partner in this thread that adding this type of feature is possible through custom coding, and if you are happy to look into that option, I can recommend you look into Shopify Experts. Shopify Experts are people who work externally to Shopify and charge their rates based on the work that they do - you can go through the listings and get some quotes to be able to make your decision based on that.
I did want to add that there is an app that also carries this function - the Order Limits MinMaxify app. It is trusted in the community with overall positive reviews, and it also comes with a 14 day free trial so you can test it out before you commit to a monthly subscription.
Lastly, I wanted to ask you a little bit more about your store - what kind of products do you sell, and why is it important for you to be able to limit the amount of a product that is purchased? Any further context could be helpful here if you are not happy with the above options and would like some help looking for an alternative.
