How to make the announcement bar clickable to my welcome incentive email optin or other solution

As many customers close my popup widget (welcome incentive for email optin), I want to make the announcement bar clickable to a page that contains my welcome incentive for email optin. How can I do this? Or how can I give customers an option to optin to the welcome incentive (free shipping on your first order) after they closed the widget?

  1. In your Shopify Admin go to online store > themes > actions > edit code

  2. Find Sections > announcement-bar

  3. Please send screenshot of your announcement bar code

So do I need to create a new page with the email optin? And then I link
that page?
