I wasn’t the original designer of this website but my client is now asking me to try and get the ‘free shipping’ banner that pops up at the top off of the page when you first land on it.

Thanks for reaching out.
In order to remove the announcement banner from the online store homepage, you will need to navigate to the Theme Editor. Once you are there, you can select on the header section and uncheck the option to show announcement bar. I took a screenshot from my test store to show you the section I am referring to:
