Hello! I am making custom decor products and want the customer to be able to select 3-5 colors from the variant list for the same product. Example: If they’d like balloon garland, I want them to be able to select the size of the balloon garland, and then all the colors they’d like included in the garland, is this doable?

sure, this is possible. Will you offer the same colors for each product? If yes, then it’s gonna be very easy, if not, then I recommend another solution. Here are both of them:
1. Same color options for all products
I recommend using line item property – checkbox groups. You can specify the color options and the customer will check which of them she/he wants to. It could look like this (it’s an example with no styling, so you will need to style it to fit the theme).
2. When not having the same color options for all products
I recommend using line item property as well but in this case, I would call it “a customer note”. I would use the type of the form: text-long and the customers can write what colors they would like to have. See the screenshot (this time with some basic styling).
For generating the code (line item property), I recommend using this Shopify generator:

You can check the MultiVariants - Bulk Order app, add variants(color and size) in your Shopify admin, and by using MultiVariants - Bulk Order app, and then your customer can choose the variants in different sizes and colors at a time and add them to the cart.
you can also apply a minimum/maximum quantity limit to your product variants so that customers must choose a certain quantity before they can add the product to the cart.
The app offers different styles of showing the variants. For example, you can show the size as a dropdown menu and color as a list. After selecting the size your customer will be able to choose 3-5 colors from the menu.
Please have a look at this Demo product I think this is exactly what you were looking for which allows your customers to choose 3-5 color products, choose a size from the available option, and then place the order.
