Image Banner with Transparent Background has a White Overlay

My image banner has a white overlay and does not match the background color. I’ve tried using a transparent background and it still has a white overlay. How do I get my image banner to match the color of the background?

I’ve tried this on both the password page and the home page.

The screenshot above shows the image banner with a transparent background. I want the entire page to be the bottom, brown, background color.

In the screenshot above, I tried a different image and it still has the white overlay on the sides of the image.
