Since Shopify doesn’t have an actual wholesale feature, I’ve tried like five apps already and all of them are absurdly complicated, and none of them allow me to base my wholesale price on the Compare At Price.
So, is there an app people use that actually works, doesn’t require a degree in coding, and allows one to base the wholesale price on the Compare At Price?

I’ve not seen an app with such functionality. You can consider the Bold Custom Pricing: Wholesale app by Bold. This app offers multiple wholesale pricing and tiered pricing on products.
It allows you to:
Create several pricing levels for products
Tag customers manually or automatically to give them different pricing
Offer different discounts for different groups of products.
Customers simply need to login into their approved wholesale account and discounts will be applied automatically.

Mostly all the available Wholesale/Discount apps available on the Shopify App store marks the discount on the “Marked Price” and not the “Compare Price”.
