Is there any Shopify app charging shipping rates by states?

This is what I need.

I set it up flat shipping rates by weight and it will charge the same price no matter shipping distance. Is there any Shopify app charging shipping rates by states?

I need to simply add or minus by shipping region, by state.

For example,

My 2lb U.S domestic shipping rate is $8.99
I would like to simply add $2 more from California and Texas customers automatically in my current Shopify shipping rates.
My 4lb U.S domestic Shipping Rate is $10.99 (Add $3 for California and Texas customers)

I could not find any apps that I really need.

I believe millions of Shopify basic users need these features in their shipping rates.

I understand you’re looking to add or minus shipping rates based on regions/states. Since you’re using flat rates, then you don’t actually need an app for this. You can do this by separating your shipping zones by states and adding unique flat rates to each shipping zone as opposed to using a single zone for the US.

Here’s an example of having two separate zones for the US from my test store:
