Here is what I need, and hopefully someone can tell me if it can be done and how. I want to include Alaska, Hawaii, PR, etc, in my flat rate shipping up to a certain weight limit. If over this weight restriction for these states only, I need it to change to calculate via carrier actual costs. I’ve set up these states and territories by themselves but can only choose carrier calculated or my flat rate. Hope this makes sense.

That is a great question, thank you for posting it! Currently it is not possible to set calculated rates, along with a flat rate, within the Shopify Shipping settings. However, there are tons of apps available for merchants like yourself who required extremely specific shipping rates.
The most popular shipping app among merchants is without a doubt Advanced Shipping Rules. This app provides a variety of functions, such as rates based on postal codes, sub shipping zones, customs and duties, and more!
I recommend testing the app out during the 7 day free trial period. If you decide to not use the app, just ensure that you delete it from your apps before the trial ends to avoid getting charged.
With that being said, another option you might want to consider is creating a few additional flat rates for Alaska and Highway based on the weight of the item. For example, orders between 5-7 lbs would be $20, then 7-10 lbs $30 etc. While it would not be calculated, it is a potential work around.
Thanks for the reply and the suggestions are good to consider. Not sure about how this will work long-term, but I added a manual rate for these states and territories for a flat rate up to 6 pounds, and then added the carrier-calculated rates for the states. and tested with several true addresses and it seems to work like I want it to. Thanks for the backup suggestions if it quits working.
