I have uploaded a jpeg for the banner on my site but when the screen responds to different screen sizes the logo is moved up and makes the banner taller or shorter than needed. I would like to just have a solid black background with a white png on top. This way the dimension of the background on the jpeg is not an issue.
Anyone have some info that could help me?

I am not sure what you mean. Do you want me to share the image I am using?
your image is off-center you have to much black on the bottom and the white text isn’t in the middle.. if you crop the image in photoshop or photopea it should fix the problem
