Mark as paid doesn't trigger orders/paid webhook

When merchant adds product to the order and after clicks - mark as paid - webhook orders/paid won’t be triggered. Our public app rely on this webhook, we still can check every orders/update and call graphql query to get order.fullyPaid property, but it’s a bit weird.
