I know Shopify only supports accepting payments in multiple currencies if I use Shopify Payments. But Shopify Payments requires a US SSL certificate, which I don’t have. I’m currently using Stripe as my payment gateway instead. Is there any way to still accept payments in multiple currencies with this setup?

There is no any native solution, search for third party checkout solutions.
Shopify only supports true multi-currency checkout through Shopify Payments. Since you’re using Stripe as a third-party gateway, customers can only pay in your base currency. If Shopify Payments is available in your region, enabling it is the most cost-effective solution. If not, a currency converter app is the simpler option, while setting up regional stores only makes sense if your international sales volume justifies the extra cost.
Shopify’s Multi-Currency & Markets features are only available when Shopify Payments is enabled. Without Shopify Payments, multi-currency checkout simply won’t work, even if prices display in other currencies earlier in the process
