I tested it on my end, and Add To Cart button is responsive as expected - products are being added to the cart. Does this happen with a specific product or all?
In most cases, the cause for this issue is a customized theme code or an app that may interfere with your theme. The best way to establish if it’s theme related problem is to install a new fresh version of your theme and see if it happens with it too. If the new theme doesn’t have this problem, your current theme will need a revision. Please let me know what happens when you try this and what theme you use.
